Job Description and Duties

The System of Care (SOC) Branch is responsible for the development, implementation, and oversight of congregate care reform as required by Assembly Bill (AB) 808 (Chapter 773, Statutes of 2015 and Chapter 425 Statutes of 2015).  The SOC Branch develops new programs, policies, and regulations to ensure improved outcomes for children and families across the continuum of placement settings by promoting a coordinated, timely, and trauma-informed system-of-care approach for children and youth in foster care who have experienced severe trauma as required by Assembly Bill (AB) 2083, (Chapter 815, Statutes of 2018).

The Provider Policy Implementation Unit (PPIU) supports the implementation of Continuum of Care Reform and other key initiatives by preparing bill analyses and developing policies, procedures, and regulations that uphold California's goal for all children to live in committed, nurturing, and permanent families. PPIU provides systemic technical assistance to counties and providers, with a focus on reducing reliance on shelters, eliminating unlicensed care settings, and improving support for youth with complex needs or those engaged in multiple systems. The unit also collaborates with advocates, providers, legislators, and the public to improve child welfare policy and residential care practices statewide.

The AGPA would be required to develop and write regulations, policies, procedures, controlled correspondence and formal communications independently and in collaboration with other internal/external stakeholders. In addition, the AGPA will conduct reviews of county and provider operated programs, as well as provide ongoing consultation to counties and providers regarding clarification of applicable laws, regulations, and policies.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies.

- The public child welfare system, including practice and policy. • Understanding of Specialty Mental Health Services.

- Community care licensing policies, child welfare services programs, county social welfare agencies, community organization and CDSS administrative and support services, children’s services and other related programs is desirable. 

- Policy-making and administrative processes including state and federal legislation, regulatory and budgetary processes and the roles of the various branches and levels of government. 

The ability to:

- Seek and establish mutually acceptable solutions and to identify and develop strategies to address complex public policy issues.
